I rent cars regularly and have now rented 4 cars with PCH. My main concern is avoiding trouble. Other companies charged me outrageous prices mistakenly e.g. for GPS (Hertz) or tried to scam me with small amounts. Small enough that people just walk away and accept the loss. It's extremely infuriating. With PCH I have never had any discussion and will continue using them when I am in the region.
